The Coordinator – Decision Support and Health Analytics works towards creating a framework for information management and analytics that strengthens the capacity for strategic, evidence-based decision making at SRCHC. This position works closely with management and leadership teams to use data to inform operational excellence, accountability and continuous improvement. This position is responsible for funder-compliant data collection, quality and analysis to support organizational accountability and performance measurement. This position champions, leads or supports a range of data driven projects and has access to all system infrastructure, backups, and electronic documentation including information regarding board and leadership team decisions, human resources, finance, accountability agreements and reporting, clinical data, etc. This position works with teams to ensure practice is in compliance with relevant legislation and regulations governing information privacy and security.
This position is expected to work onsite.
Responsibilities:
Health Analytics, Data Planning and Innovations
• Supports SRCHC’s data strategy, including making data more reliable, understandable and actionable
• Responsible for extraction, analysis, and presentation of client and service data to enable the senior leadership and management teams to review, evaluate, consider and implement programs and services that address strategic directions and operational accountability
• Works with a variety of organizational teams to design encountering infrastructure, determine data and health analytics requirements, anticipate future needs and identify areas of opportunity to use data that inform program/workflow improvements and measure operational performance/outcomes
• Supports new and existing projects and initiatives by assessing proposals and designs for architectural compliance (data and solutions) and promotes best practices during the testing and implementation phases
• Ensures SRCHC is implementing best practice approaches to managing and using data
• Monitors and assesses trends with health care data technologies, promoting innovative approaches to data collection, management and use
Data Management
• Develops canned reports, ad hoc reports and dashboards for management team to review operational data in real time
• Understands and applies knowledge of the CHC Evaluation Framework, including performance indicators, data relationships and business rules
• Understands and applies knowledge of Ontario Healthcare Reporting Standards (OHRS) and rate harmonization
• Manages data system security frameworks and access to confidential organizational information and data
• Maintains a catalogue of data sources, data integration flows, lineage, definitions, dictionaries and documentations
Data Quality Management
• Analyses and provides data solutions to solve organizational problems/opportunities that may include process improvement, systems enhancement, user training, and/or software procurement
• Assesses, recommends and implements processes and tools to improve the organization’s data quality and usability
• Defines, supports and maintains appropriate data governance polices and standards while working with stakeholders and staff to ensure SRCHC’s data meets data quality and integrity standards
• Ensures data systems are capable of meeting the Centre’s needs including the capacity to extract organizational collection of client and service data
• Ensures timely and accurate implementation and monitoring of funder compliant data entry, and that consistent data standards and business rules are maintained throughout the organization
• Monitors adherence to standard data operating procedures, data quality standards, and data privacy/security requirements
• Works collaboratively with Coordinator of IM Training, Development and Systems to ensure training aligns to standard data operating procedures, data quality standards, and data privacy/security requirements
• Manages data extraction including direction of error correction process
Information Systems
• Works collaboratively with other Coordinator, Decision Support & Health Analytics
• Works collaboratively with Coordinator, IM – Training, Development and Systems to establish infrastructure for Electronic Medical Records (EMR) that will meet SRCHC’s reporting needs
• Works jointly with partner organizations and at direction of leadership team in multi-partner funded projects to ensure required data is collected or shared as per funding agreements and MOUs (e.g. TOA2N, HARTHub, etc.)
• Supports and reviews provincial-level data depository
• Provides supports of other data management and information systems functions and duties
• Acts as the local registrant authority (LRA) for the registration and use of city and provincial tools and systems as well as other portals relating to the work of the staff of SRCHC
• Ensures security and privacy compliance within the EMR, provincial tools, systems and portals by collaborating with the Privacy Officer and Information Management Coordinator on routine, randomized Privacy Chart Audits, and other audits to ensure compliance regarding privacy, security and regulatory guidelines, and, supporting the Privacy Officer in executing parameters of EMR Consent Directives
• All other duties as required
Qualifications:
• Postgraduate degree in a relevant discipline from a recognized university or a combination of education and relevant experience
• Three or more years of related experience; preferably in a health care setting
• Demonstrated understanding of statistical methods and data quality management with experience with SQL or similar relational databases
• Proficiency with Excel (pivot tables, VBA, advance formulas etc.) and familiarity with BI or visualization tools (e.g. Tableau)
• Experience in designing encountering infrastructure and workflows in an electronic client record system that ensure that accurate information is extracted
• Ability to use data to tell a story in data visualizations, dashboards and reports with experience using data to address determinants of health and demonstrate equitable health outcomes
• Supporting teams to use data to inform program/organizational improvements
• Knowledge and understanding of Ontario Healthcare Reporting Standards (OHRS) is required
• Knowledge of MIS/OHRS guidelines and reporting
• Demonstrated ability to synthesize innovative approaches to data analysis, interpretation, and communication
• Strong planning and project management skills with proven ability to multi-task
• Knowledge of community, the health sector including primary health care and community health centres
• Demonstrated respect for diversity, equity, anti-racism and accessibility with the ability to work collaboratively and positively with others
• Strong oral and written communication skills
• Ability to work independently or in a multi-disciplinary team environment
• Strong interest in issues affecting people who are homeless, living with a mental illness or substance use, and complex health needs
• Respect for client confidentiality
• Previous CHC experience an asset
• Police clearance documentation will be required for employment
